Superintendent Message – January 21, 2021

Over the last month, the governor and others have been talking about their hopes and desires to reopen schools in Oregon.  Although this is the hope for all of us, under the current conditions, rules and requirements that school districts are to follow in order to do so, reopening schools in districts our size and larger is a rather complicated process.  Below are answers to some frequently asked questions.

What is the Pendleton School District’s reopening plan?

  1. Beginning with the primary grades (grades K-2), students will return to school on a part-time basis (1/2 days, five days a week) for a period.  Currently, we are using two-week timeframes as we transition students back into our buildings.  We will gradually add grades until all grades have returned to buildings.

Why 1/2 days?

  1. Elementary school students have been engaged in “teacher-facilitated” learning during CDL, Comprehensive Distance Learning, in either the morning or the afternoon.  When we initiate our reopening plan, we intended to bring back students in their existing groups.  By doing this, we can, 1) maintain small cohorts of students at a time while first returning back to school, 2) it will resemble their current daily routines, which are important, and 3) our staff and other experts believe starting back for up to 3 hours daily is a better transition for our younger students who have been out of school for almost one calendar year.

How long will the District be conducting the 1/2 day schedule?

  1. It will depend on our ability to maintain both student and staff health and safety upon returning.  Ideally, K-2 would transition into full days within four weeks.

What will students be doing the 1/2 day they are not in school?

  1. Students will be provided remote lessons and activities to engage in when they are not at school.

How will you ensure my child’s safety?

  1. As part of reopening, we are required to do a number of things including, 1) limited class size, ideally 12 students or less, 2) screening upon entry for adults and students, 3) students will be spaced at least 6’ apart in their classrooms, 4) students will remain in their homeroom during the 1/2 day transition phase, with occasional breaks and recess/activity time, 5) students will eat meals in their classrooms (breakfast for the AM group and lunch for the PM groups, 6) all students will be required to wear a face covering, 7) students will be required to wash their hands before and after meals, before and after recess/activity period and before and after using the restrooms, 8) our custodial staff will work revised shifts so that we have maximum coverage for frequent cleaning of restrooms and high traffic areas, and 9) no visitors or volunteers will be allowed on campus during this transition.

What if I am unsure of sending my child(ren) back to school?  Are there other options?

  1. Yes, the Pendleton School District intends to continue CDL, Comprehensive Distance Learning, until we have transitioned students back to onsite full-time.

What about Grades 3-5?

  1. Once we have established routines and practices for our primary grades, we will bring our upper elementary grades back. The same safety precautions stated above will be employed for all grades within our elementary schools.

What about Grades 6-12?  They need to be back in school too!

  1. Agreed.  However, the requirements and guidance for reopening schools known as Ready Schools, Safe Learners 5.5.0 requires that we first start with elementary school students.  The Ready Schools, Safe Learners document can found at www.ode.gov.  It contains all of the details and requirements in order for school districts to reopen schools.

How much advance notice will families receive before implementing the reopening plan?

  1. Our plan is broken into two-week increments to match the release of updated health metrics each Monday. Therefore, we hope to provide you approximately fourteen days advanced notice.  In other words, if the metrics allow us to move to the next phase, we would implement the next phase two weeks from that Monday the metrics were released.

When are we starting the reopening process?  Why aren’t we doing this now?

  1. In order to reopen, the Oregon Health Authority and the Oregon Department of Education were directed by Governor Kate Brown thru executive orders to create the aforementioned Ready Schools, Safe Learners guidance and requirements for reopening schools.  County health metrics have been created and revised over the last several months as part of the requirements.  A one-page document can be found here: https://www.oregon.gov/ode/students-and-family/healthsafety/Documents/Following%20the%20Metrics%20Visual.pdf that explains the most recent updated metrics.  In short, in order for school districts to begin reopening, their county COVID case rate/100,000 must be 350 or less for the preceding two-week period.  Our most recent two-week rate for Umatilla County was 1,136/100,000.  That is roughly 3x the recommended county case rate.  Until our county case rates drop significantly, we will not be able to initiate our plan that starts with grades K-2.  In order for secondary students (grades 6-12) to return part-time, those county rates need to be under 100 cases/100,000 for a two-week period.

I heard that school districts can reopen even if their counties do not meet the health metrics.  Why aren’t we reopening under this provision?

  1. Although that statement is true, it comes with some risks that we are not willing to entertain. First, it would require us to conduct onsite testing, which invites those who are displaying symptoms to come to schools to get testing.  This would be the exact opposite of what we are to be doing during the pandemic.  In addition, once we have sick students onsite, it becomes problematic to get them off-site.  Finally, to this topic, schools are not medical facilities.

Secondly, by not adhering to the required and recommended guidance, we are exposed to unprotected liability should a COVID-related event be traced back to the school(s).  As superintendent, I am not willing to take that risk.

Our plan is to follow the Ready Schools, Safe Learners guidance and requirements most recently updated on January 19, 2021.
